County approves purchase‑of‑service agreements with Community Specialists and Cornell Abraxas

The Clearfield County Commissioners approved purchase‑of‑service agreements with Community Specialists Corporation and Cornell Abraxas Group LLC, contracts staff said are routine for Children and Youth Services (CYS) and juvenile probation placements.
A county staff member explained that Community Specialists (sometimes referred to as Summit or New Outlook) and Abraxas provide residential placements; the contracts are consistent with standard county agreements. Officials said there is a small across‑the‑board rate increase and a larger increase in Abraxas rates for services described as habitual‑offender and intensive open‑program placements.
The county speaker said the larger jump for some Abraxas services was not unexpected given program intensity and that the county does not frequently place youth in those specific programs. Commissioners moved and seconded the contracts and approved them by voice vote.
The contracts will be executed according to the county’s standard purchasing procedures and incorporated into the department budgets for CYS and juvenile probation.
