Commissions recommend 2026 budgets to city council; parking mill levy temporarily cut to 5 mills

The Boulder Junction Access District Parking and Transportation Demand Management joint commissions voted Sept. 17 to recommend that City Council, acting as the board of directors, adopt the city manager’s 2026 recommended budgets for the district’s parking and TDM funds and to temporarily reduce the district’s parking mill levy from 10 mills to 5 mills.
The mill-levy reduction and the two budgets were moved and seconded during the meeting and approved by the commissioners. Commissioner Rebecca DuMoiselle, who offered the motion on the temporary levy reduction, said the cut was a “long time coming.” The meeting record reflects unanimous approval of the motions.
Why it matters: The recommended budgets and levy change will be forwarded to City Council for final action. The mill-levy change, if approved by Council, will be reflected in 2026 property tax collections and will reduce property-tax revenue flowing to the district’s parking fund starting in that collection year. Staff said the district nonetheless retains a multi-year fund balance and reserves that staff will continue to monitor while the district refocuses spending and capital priorities.

• Motion — Recommend City Council adopt the city manager’s 2026 recommended budget for the Boulder Junction General Improvement District transportation demand management fund. Outcome: approved (unanimous).
Commissioners and staff said the budget recommendations include capital investments the district will pursue in 2026, including electronic signage for public wayfinding and parking management in the district. Staff and commissioners discussed how those capital projects would be funded given the temporary levy reduction and the district’s existing fund balance.
The commissioners’ recommendations are advisory; City Council must act as the district’s board of directors to adopt budgets and set mill levies. The recommendations will be transmitted to Council for consideration in the 2026 appropriation process.
