Kelly Orta, deputy community services, told the commission that the city contracted with Lebas Projects (LBP) and that phase 1 funding totals $450,000, of which $45,000 pays LBP for contract services and roughly $405,000 has been set aside for artists, materials and installation. “By the end of this calendar year, so December 31, we are on target to have this plan adopted by the city council,” Orta said.
