Kootenai County splits office-building bids after first round rejected; bids open Oct. 1

County staff told the Kootenai County Board of Commissioners on Sept. 23 that the county has reissued its procurement for an office-building project in two parts after an earlier round of bids was rejected.
"We now have two separate bids currently out for advertisement. Bid 1 is moving the building and bid 2 is all the other work except for moving the building," Fair Manager Alexia Jordan said, describing a bifurcated approach intended to attract more bidders. "Moving the building seems to be a real challenge, more than we anticipated." Jordan said bids are scheduled to open Oct. 1 and the county hopes to award them on Oct. 7.
Kootenai County Prosecutor Pat Braden, speaking for the record, said he had nothing further beyond Jordan’s summary: "I think Alexia has said everything that's relevant to this procurement." A commissioner said they were "hoping to get the cost of moving that down a little bit," reflecting concern about moving expenses.
No formal action or vote occurred at the meeting. County staff said they remain hopeful a bid package will come in at a level that allows the county to proceed; commissioners and staff discussed the operational need for additional office space but did not set a specific approval threshold during the update.
