Bannock County commissioners awarded the winter road-salt invitation to bid to Specialty Construction Supplies at $46.29 per ton delivered to three county locations, the county procurement officer reported on Sept. 23.
Shanda Crystal, chief procurement officer, introduced the item with Buddy Romborough, public works assistant director, present for questions. Crystal said the bid opened last week and the county received two proposals; after a mandatory-requirements review the staff recommended Specialty Construction Supplies.
Commissioners asked whether the award obligates the county to buy a fixed tonnage. Buddy Romborough explained estimated tonnages exist for planning but the contract is priced per ton and the county is not forced to purchase a fixed amount: “we're definitely not tied to ... we don't have to buy 3,000 tons,” he said, adding the county retains flexibility to order more if weather conditions require it.
The board approved the award by motion and voice vote; individual roll-call votes were not recorded in the transcript.
Ending: County public works staff will place orders for salt as needed this winter under the per-ton contract and proceed with delivery logistics to the three storage locations.
