Davis County highlights West Wing Sports Park opening; approves concessions tech, kiosks and related grants

Kent Anderson, director of Community and Economic Development, described last week’s official West Wing Sports Park opening and said the project brought many county departments together. Commissioners noted vendors from Station Park participated in the celebration and that the event drew broad county involvement.
On procurement and operations, the commission approved an agreement with Square for hardware and software to process concessions and convenience-store sales at the sports park. The agreement was described on the record as payable in the amount of $2,057.10, effective Sept. 16, 2025, through Sept. 16, 2027. Commissioners and staff discussed a controller’s-office requirement that credit card processing paperwork be filed with the treasurer, and staff said they would coordinate with the treasurer’s office before completing documentation.
The commission also approved a contract with Grubber for two self-service ordering kiosks intended to streamline convenience-store sales; the payable amount was listed as $7,363.35 with dates Sept. 14, 2025, through Sept. 14, 2028. Staff noted a controller question about contract language related to sales tax collection and said they would amend the contract language if needed.
The commission approved a service agreement with Anderson Asphalt for surface treatment on the Western Rail Trail (Denver and Rio Grande Western Trail) for $11,259.68, effective July 1, 2025, through Oct. 31, 2025, to preserve replaced paving.
The board ratified two U.S. Department of Housing and Urban Development grant agreements: a 2025–2026 Community Development Block Grant (CDBG) receivable of $936,639 and a HOME Investment Partnerships Program receivable of $518,654.13 (both listed as July 1, 2025, through June 30, 2026). Commissioners also approved interlocal agreements with the city of North Salt Lake using local transportation funds: $196,000 for the Orchard Drive buffered bike lanes project (Sept. 23, 2025–Sept. 23, 2030) and $750,000 for the Main Street saving improvement project (Sept. 23, 2025–Sept. 23, 2030).
Commissioners approved items 2–8 as a block vote with a note that items 2 (Square) and 3 (Grubber kiosks) had controller-office questions staff would address. The motion passed with all commissioners recorded as saying “Aye.”
