Bonds: The board approved the sale of $4,850,000 in general obligation bonds to Janie Montgomery Scott, LLC, at a premium, to fund the Northland substation project and a water main replacement program previously authorized by town meeting. Rodney (town finance staff) said the transaction produced a true interest cost of approximately 3.057% and a variety of coupon rates across maturities; the board voted to accept the sale and execute the bond documents.
Proclamation: The board adopted a proclamation recognizing October as Public Power Week in Danvers and congratulating Danvers Electric on its service and the utility’s open house. "Danvers Electric provides our homes, businesses, schools, social service agencies, and municipal operations with reliable, efficient, and safe electricity," the proclamation said as read in the meeting. The board voted to adopt the proclamation as presented.
Licenses and transfers: The board acted on several routine license matters after public hearings: - Approved transfer of a common victualler (convenience/food) license for Guzman Corporation (doing business as Honeydew Donuts) at 156 Andover Street. - Granted a seven‑day entertainment license for J and J Asian Cuisine (karaoke at 156 Andover Street). - Approved a transfer of an all‑alcohol license for Saltwater Grill (50 Maple Street), subject to final updated manager/alternate paperwork to be filed prior to opening; the board asked for an additional alternate manager to be listed on the form. - Accepted a corporate change of officers for a liquor license (corporate paperwork; no local changes noted). - Approved a transfer of a wine and malt license for AAM Kelly's Danvers LLC (Kelly's Roast Beef) after the applicant corrected earlier ABCC deficiencies.
