Douglas County commissioners approved two related items Tuesday: a replat that consolidates five residential lots into one 28.22-acre parcel (Maribel Village Filing 1, Ninth Amendment) and a zone map change that rezones the combined parcel to Agricultural-1.
Mike Bessekar (staff) said the requests (project numbers SB2025-008 and ZO2025-003) will vacate Lot lines and two short, unbuilt county right-of-way segments (Rose Crown Court and Valerian Circle). The replat totals 28.22 acres; the zone change brings the site’s zoning into closer conformity with the county’s 2040 Comprehensive Master Plan for the West Plum Creek subarea.
The planning commission considered the zone change at its Sept. 8 hearing and recommended approval 6–0; staff received no public opposition to the replat or the rezoning during the county referral and public-notice period. Owner representative Walter Kowalski told the board the property has been assembled over decades and that the owner’s long-term objective is to “return the land as much as possible to its natural state.”
Why it matters: The rezoning from Suburban Residential/Large Rural Residential to Agricultural-1 reduces potential development intensity and aligns future use of the land with master-plan goals to preserve natural vegetation and maintain the rural character of the West Plum Creek area.
Board action: The board approved the replat (with standard technical corrections and the condition that all commitments made during the public hearing be satisfied) and then approved the zone map change. Both votes carried unanimously.
What’s next: The county will record technical corrections and the replat and zone change will move forward as final documents; the property owner said additional similar submittals may follow as part of a gradual effort to consolidate and preserve land.
