Commissioners approve replat enabling King Soopers, fueling station and retail outlots at Piney/SH-83

Douglas County commissioners on Sept. 23 approved a replat that will subdivide two existing commercial superblock lots into 11 lots to support a proposed shopping center that includes a 123,000-square-foot King Soopers marketplace, a retail fuel station and multiple outparcels.
Trevor Bedford, senior planner for Douglas County, told the board the request (project file SB2020-443) also vacates a small portion of North Piney Parkway right-of-way and creates several access and utility easements. Staff reported that referral comments were “standard in nature” and have been addressed. One adjacent commercial owner raised access concerns; the applicant added a plat note and alternate access via the replat to resolve that comment.
Nathan Abbott of Galloway and Company, presenting for property owner Dillon and Company LLC, summarized the proposed layout. He said the replat will convert roughly 32 acres into 11 commercial lots, with Lot 1A proposed for the grocery store and fuel center and the remaining lots subject to future site-improvement plans. The proposed fueling station includes seven multi-product dispensers.
Why it matters: The site sits in the Pinery separated urban area of the county’s 2040 comprehensive master plan, an area planned for concentrated nonresidential development. The replat is intended to facilitate build-out of existing urban infrastructure rather than new urban expansion.
Board action: A commissioner moved and a second was recorded. The board voted 3–0 to approve the replat, adopting the staff-recommended conditions: technical corrections to the plat prior to recordation and a condition binding all commitments made during the public hearing and in the public record to the applicant.
Local comment: Sonia Iyer, president of the Pinery Homeowners Association, said the HOA supports the general design approach but urged the county to coordinate with state and transportation agencies about intersection improvements at North Piney Parkway and State Highway 83; she asked the county to consider protected acceleration/deceleration lanes as development proceeds.
What’s next: Recordation of the final plat once technical corrections are completed, followed by site improvement plan(s) for Lot 1A and future outlots.
