Commissioners adopt FY2026–2030 capital improvement program and update capital improvements element of comprehensive plan

The Sarasota County Board of County Commissioners adopted the fiscal year 2026–2030 capital improvement program (CIP) and approved an ordinance updating the capital improvements element of the Sarasota County Comprehensive Plan at its Sept. 24 public hearing.
County staff presented the CIP under the county’s comprehensive plan policy 1.4.0.1. The board opened the public hearing; no members of the public spoke. The board then took a roll-call vote on Resolution No. 2025-164, which adopts the FY2026–2030 capital improvement program.
Following discussion, the motion to adopt the CIP passed with the recorded outcome noted in the meeting as a three-to-one vote among commissioners present. The board then opened a public hearing on Ordinance No. 2025-023, which updates the capital improvements chapter of the county comprehensive plan for the FY2026 period and beyond. The ordinance motion was moved by Commissioner Smith and seconded by Commissioner Mast; the motion passed by voice vote of the commissioners present. Commissioner Cutsinger was absent.
The board’s action updates the county’s five-year capital priorities and makes conforming changes to the capital improvements element of the comprehensive plan, as read into the record. The CIP and ordinance were entered into the official record as required by county procedures and state law.
Commissioners did not hear public comment on these items during the hearing. The board’s adoption advances the county’s capital projects and planning schedule for FY2026–2030; staff will carry forward the adopted program into project planning and budgeting.
