The Board of County Commissioners on Tuesday approved a pair of land-use changes for a parcel within the Sandhill Development of Regional Impact (DRI), swapping multifamily development rights for commercial square footage and revising the area's planned-development (PD) concept plan.
The applicant, Golden Key Properties LLC, asked to convert 104 multifamily units into 17,368 square feet of commercial space under the DRI's equivalency matrix and to assign an additional 14,841 square feet of unallocated commercial rights from the DRI's pool to the site, producing a total permitted commercial buildout of 32,209 square feet on Parcel 5-16 of Track 5. The board approved both the DRI-order amendment and the PD rezone and concept plan changes unanimously.
The case prompted close questioning from commissioners about traffic and project sequencing. Staff and the applicant said the DRI matrix conversion was neutral for the DRI's PM peak trip generation once the equivalency calculation was applied, but commissioners and several public speakers urged more detail on how site construction would coordinate with long-planned Kings Highway improvements.
As a safeguard, the PD conditions require the developer to design and build a traffic signal at the site's northern entrance (across from the Newport condominium entrance) at the developer's cost and limit issuance of certificates of occupancy until the county's Kings Highway improvements are complete and the traffic-signal agreement is executed. The board also required that a signalization agreement be approved by the county before final site plan approval, which must precede building permits.
Neighbor objections focused on traffic and safety. Newport condominium residents said traffic is already difficult and said they want Kings Highway improvements finished before new commercial traffic begins; public speakers urged the board to ensure sequencing and traffic-control commitments are binding.
The vote authorizes the DRI amendment and PD change while requiring the developer to secure a traffic-signal agreement and to coordinate final approvals with county roadway improvements.
