FPC audit unit seeks input on 2026 topics; vehicle pursuits targeted for next-year review

The Fire and Police Commission''s Oversight and Accountability Committee discussed potential topics for the Audit Unit''s 2026 work plan during a communication from audit staff.
Audit Manager Sean Ratclaw explained the Audit Unit''s process: planning and research, scoping objectives and populations, field work and evidence collection (including body-worn and squad camera footage), and reporting. Ratclaw noted 12 audits tied to the Collins settlement agreement receive priority because those are court ordered and take staff capacity.
Ratclaw presented a preliminary list of potential audits covering topics including conducted energy weapons (Tasers), property storage, critical-incident review, customer-damage claims, supervisor oversight, traffic safety unit operations, officer outliers, discipline records, prisoner booking, field training, drones and airborne-assessment teams, facial recognition, squad accidents, use of force, vehicle pursuits, search warrants, and police dispatch. He said the Audit Unit can combine objectives where appropriate but that more objectives lengthen an audit.
Commissioners and staff discussed vehicle pursuits as a high-priority topic for 2026. Ratclaw said the unit would use recent data (2025) for a forthcoming vehicle-pursuit audit and noted that vehicle-pursuit reviews often require reviewing hours of dash- and body-camera footage. The committee also heard that the Police Department planned a separate communication at a full board meeting to describe pursuit-mitigation research and initiatives.
Ratclaw asked commissioners to submit topics or priorities in the coming month; commissioners suggested facial-recognition review, progressive-discipline thresholds (when counseling or informal corrective measures escalate to formal discipline), and school-resource-officer incidents as ideas to consider. The Audit Unit said it would finalize a list of four to six audits for 2026 after internal capacity and Collins-audit duties were accounted for.
