City service commission approves amended minutes, extends temporary appointment and re-exempts management post

At its Sept. 23 meeting, the Board of City Service Commissioners approved amended Sept. 15 minutes, authorized a third extension of a temporary appointment for an assistant accounting manager and re-exempted the permit and development center manager position (pay range 10 x). All measures passed by recorded roll call.
The Board of City Service Commissioners approved the amended minutes from its Sept. 15 meeting and granted two personnel requests in roll-call votes during its Sept. 23 session.
The board approved the amended Sept. 15 minutes by unanimous roll call. Commissioners recorded “yes” votes for Vice President Miller, Commissioner Smith, Commissioner Cleary and Commissioner Wicksboro.
The commission then approved a third extension of the temporary appointment for Jody Wingers, assistant accounting manager, extending the appointment retroactively from Aug. 30, 2025, through Nov. 22, 2025. Commissioners heard that the department provided the temporary appointment paperwork, a job description and Ms. Wingers’s resume and that a new hire is undergoing training while also supporting police union negotiations. The extension passed on a roll-call vote with recorded “yes” votes from Vice President Miller, Commissioner Smith, Commissioner Cleary and Commissioner Wicksboro.
The board also voted to re-exempt the permit and development center manager position, identified in meeting materials as pay range 10 x. Meeting packets included a job description and a supporting memo from Kristen Urban, special deputy director. The board was told this position is one of two division-head level posts that report directly to the deputy commissioner and that it carries leadership responsibility for economic development planning and accountability to elected officials. The re-exemption passed on a roll-call vote with recorded “yes” votes from Vice President Miller, Commissioner Smith, Commissioner Cleary and Commissioner Wicksboro.
Each motion was seconded and approved. No commissioner requested further discussion on these items in the public meeting. The items were presented as communications from the Department of Employee Relations (file no. 250911) and the Department of Neighborhood Services (file no. 250912).
