Commission delays shift of Military Heritage Museum funding until tourism council reviews request

The Charlotte County Board of County Commissioners on Tuesday agreed to advance a $24,000 grant for the Military Heritage Museum while directing staff to seek a future budget adjustment to transfer the payment from general funds to Tourist Development Council (TDC) funds if TDC rules allow.
At the pre-agenda meeting, commissioners discussed whether the $24,000 should be taken from tourism revenues rather than the county general fund. Commissioner Jean Deutsch proposed striking the line from the current budget item and directing that the TDC provide the grant instead. County Administrator Pekta Flores said the TDC's permitted uses generally include tourism-marketing and related activities, and that his initial check indicated the museum request could be an allowable use. But staff and some commissioners said the TDC committee must formally review and recommend the reallocation.
Commissioner Chris Constance cautioned that the scope of acceptable TDC expenditures can be narrow and that the TDC might authorize only a portion of the request or a different use (for example marketing rather than operations). He urged staff to follow the normal process with the TDC so the board would not be left short if TDC funding was not available.
Commissioner Deutsch withdrew a motion to reassign the funding immediately and instead moved that the board approve the item now from its existing funding source and direct administration to coordinate with the TDC on a possible future budget swap. The motion passed unanimously.
County staff said they will consult with the TDC and return to the board with a formal recommendation and budget amendment schedule if the TDC agrees to cover the expense.
