Board approves design work for Jack Butler Park family center; staff aim for 50% construction documents by 2026

Andre Denman, principal planner for Indy Parks, said the contract follows public meetings and community input and will advance the project to approximately 50% of construction documents. The work is intended to refine uses for the building — flexible meeting and class spaces, staff rooms, a courtyard and mechanical areas — and to produce a more precise cost estimate so the department can request construction funding in future budget cycles.
Drew White, a partner at Studio Access, participated in the presentation and described schematic typologies developed during initial public engagement. Denman said the department expects to return to the board in 2026 to request a contract amendment so the architectural team can complete final construction documents once a budget is available. Staff estimated construction would likely start in 2027, with operation starting in 2027–2028 depending on schedule and budgeting.
The board approved the design contract by voice vote. Staff noted vandalism at the building and emphasized the goal of getting the facility occupied as soon as funding permits.
