Carson City — Trustees reviewed proposed revisions to staff conduct and workplace drug-and-alcohol policies in a first reading; no formal action was taken.
Dan Sadler, the district’s chief human-resources officer, presented a draft policy (proposed as Policy 1040) to replace earlier mirrored policies (3-43 and 4-43) that addressed bullying, harassment, intimidation and discrimination for certified and classified staff. Sadler said the goal of consolidating the policy under an “all staff” section is clarity and consistent application across employee groups.
Sadler noted the draft removes the term "sexual harassment" from the policy text as a way of directing allegations that meet Title IX definitions into the district’s Title IX grievance procedures rather than the bullying/harassment policy. "We're not removing protections for sexual harassment," he said; "the process, for filing a grievance is a separate process from harassment, bullying, discrimination and intimidation."
Trustees suggested minor wording edits to clarify that the prohibited behaviors affect teachers’ ability to teach and students’ ability to learn.
Sadler also presented a revised drug-and-alcohol policy (Policy 2-25) for first reading. He said the updated language responds to changes since the policy’s last substantial revision (the policy carried a 2008 adoption date) and clarifies testing contexts: pre-employment screening, reasonable-suspicion testing, post-accident testing, and Department of Transportation/safety-sensitive testing where applicable.
Trustee Richard Varner asked whether PoolPac (the district’s policy review group) had recommended random testing; Sadler said the review supported random testing only for DOT/safety-sensitive positions, not district-wide random tests.
Sadler said the district uses local testing providers (Concentra and other clinics) for pre-employment and workplace testing and that post-accident procedures and reasonable-suspicion steps will be included in the implementing regulation.
Next steps Both policy drafts will return for additional review and formal board action at a later meeting. Sadler said he had notified bargaining groups of the proposed changes and would continue to consult legal counsel and labor representatives as the drafts are finalized.
