Carlsbad intergovernmental affairs staff and a city council representative told the Library Board of Trustees on Sept. 24 that the city’s legislative subcommittee maintains a standing legislative platform, pursues funding opportunities and coordinates state and federal advocacy for city priorities.
"The policy documents call for the city to adopt and establish a legislative platform," said Jason Haber, the city’s intergovernmental affairs director. He described a process in which subcommittee members and contracted lobbyists meet with city departments each year to identify needed platform updates and funding requests.
The presentation, delivered by Haber and Councilmember Melanie Burkholder (the council’s District 1 representative on the subcommittee), said the subcommittee follows City Council Policy No. 39 and a council resolution that established the legislative subcommittee. The subcommittee tracks bills, takes positions (watch, support, oppose or amended positions) and, when necessary, brings matters to the full council for a final vote.
