The court approved the minutes for the Sept. 9, 2025 meeting and the consent agenda by voice vote. Commissioners also authorized payment of county bills listed for Sept. 23, 2025; specific payments called out in the meeting included $102,939.29 to Brinkley Sergeant Whittington Architects for February–April 2025 services on the jail expansion project and $1,799,047.35 to Sidalco for services completed on the jail expansion project in August 2025. A motion to pay the bills carried by voice vote.
The court approved a resolution designating Tuesday as the day of the week on which the Commissioners Court shall convene in regular term each month during the 2025–26 fiscal year.
For elections, the court approved notice of a special election to be held Nov. 4, 2025 for joint constitutional amendments and approved joint election agreements with municipal and school districts listed in the motion. Entities listed in the motion were: City of Dorchester, City of Sadler, City of Sherman, Tom Bean ISD, Van Allsteen ISD, Grayson County Assistant District 1, Howe Municipal Utility District 1 (transcript spelling as presented in the court motion). The court moved the election items by voice vote.
The court authorized the county judge to sign contracts between Grayson County Juvenile Services and a set of other counties seeking to use the residential services; the transcript lists Angelina, Baylor, Parmer, Brooks, Edwards, Galveston, Kimball, Mason, McCullough, McLennan, Minnard (the presenter questioned whether "Menard" was intended), and Wichita counties. The presenter described these contracts as renewals.
On an item described as part of ongoing litigation, the court accepted an opioid settlement entry for the record. The presenter said the settlement has already been court-approved and new releases were signed and submitted; the action as recorded was to enter the matter into the minutes.
