Euless council approves consent agenda and multiple temporary permits; Tapperfest approval contingent on TABC sign-off

The Euless City Council approved its consent agenda and authorized several temporary-use permits for community events during the meeting.

The consent agenda passed unanimously and included authorization to purchase Brazos ticket writers and printers for the police department from Tyler Technologies Inc. through the Sourcewell cooperative purchasing program; a one-year subscription agreement with Flock Group Inc. to continue support for the existing Flock safety camera system; award of bid 18-25 to First Construction LLC for a restroom facility at Texas Star South Park; and authorization for the city manager to negotiate and execute a contract with LJA Engineering for design and construction administration related to the South Euless Park renovation. The council also approved Resolution No. 25-1680 authorizing an application to the Office of the Governor for the Fiscal Year 2026 body-worn camera grant program to fund body-worn cameras for elementary school resource officers, and approved the minutes of the Sept. 9, 2025 regular meeting.

Council approved three temporary-use permits presented by Development Services staff (identified in the record as Lisa). The permits and staff summaries were:

- Mid Cities Greek Food Festival (Saint John the Baptist Greek Orthodox Church, 303 Colum Drive): private Taverna night Oct. 2 (6–10 p.m.) followed by public events Oct. 3–5 (daily hours mostly 11 a.m.–10 p.m., Sunday 11 a.m.–3 p.m.). The event will use on-site parking plus overflow at Ullis Heritage Museum and a nearby Sikh temple, and will include four large tents (including a 100-by-60-foot main tent with stage and seating). The council approved the temporary-use permit.

- Tapperfest (Brass Tap, Vineyard Village Shopping Center, 2720 State Highway 121, Suite 600) — an Oktoberfest-style beer festival proposed for Saturday, Oct. 11, 11 a.m.–10 p.m., with a fenced/barricaded paid area, amplified music (DJs and evening cover band), vendor booths, brewery sampling and staged pop-up mini-bars. Staff reported that off-duty Euless police officers were being secured for event security, that the fire lane and shared drive aisle would remain clear, and that alcohol would be served under the Brass Tap’s license with breweries providing samples. Council approved the permit ‘‘pending approval of TABC’’ (Texas Alcoholic Beverage Commission); staff said TABC confirmation was still outstanding.

- Tonga Family Day (Euless Tongan Community Committee, Leon Hogg Amphitheater and Pavilion, Bear Creek Park): a Columbus Day/Indigenous Peoples’ Day event on Monday, Oct. 13, 11 a.m.–5 p.m., with traditional dancers, a DJ, bounce house and roughly 10 food booths; staff estimated 200–300 attendees and certified on-site parking with overflow options. The council approved the permit.

Staff recommended all three permits. For Tapperfest, Council Member Paddell proposed adding the condition that approval be contingent on receipt of the required TABC authorization; council approved the motion with that condition.

City staff presented maps and logistics for each event, including setup and teardown dates and temporary fire-lane configurations. For the Greek Food Festival, staff noted a revised fire-lane layout and double-lane approach to the overflow grassy lot; the Brass Tap event plan included barricades, vendor tent separation to prevent connected continuous tenting, and staged fencing that would keep the paid alcohol area contained. The Tonga Family Day plan identified permanent on-site restrooms and several overflow parking options nearby.

Motions to approve the consent agenda and permits were seconded by council members and passed by unanimous vote or by majority with the noted TABC contingency for Tapperfest. No substantive amendments to the event permits were adopted at the council dais.
