Board approves FY26 comprehensive maintenance plan and FY27 capital improvement plan

The Board of Education of Cecil County on Sept. 24 approved the district’s FY26 Comprehensive Maintenance Plan (CMP) and the FY27 Capital Improvement Plan (CIP), including the five-year submission to the Maryland Public School Construction Program.
Doctor Boyer, presenting the CMP, said facilities staff total 162 employees who maintain 31 district facilities covering roughly 2.4 million square feet and 660 acres. Boyer described the department’s mix of corrective and preventive maintenance, noting the department receives approximately 10,000 work orders annually and clears the average work order in 11 days — roughly in line with industry averages. Boyer said the facilities group spends most labor on building systems (HVAC, grounds, corrective repairs) and that the department would like to expand preventive maintenance but faces staffing constraints.
Doctor Buckley presented the annual CIP submission priorities to the state: continued work on the Northeast Middle/Northeast High replacement (total estimated state-eligible cost listed at $103,447,000, with prior state funding of about $67,918,997 and a FY27 state request of $26,646,002), followed by planning requests for Thompson Estates replacement and Cherry Hill. Buckley described an MOU with the county in which the county will front-fund $40 million of the Northeast project while the district requests state reimbursement in subsequent years; he also noted an anticipated local FY27 planning request of $2,000,000 to begin feasibility work for Thompson Estates.
Board discussion addressed preventive maintenance capacity and staffing levels. One board member observed that facilities staffing is lower than peer counties by an estimated 30–40 positions, which the presenters and board members noted constrains preventive maintenance expansion.
The board approved the CMP and the CIP submission as recommended and directed staff to submit the plans to the Maryland Public School Construction Program for review and consideration.
