Resident lauds city’s contract with Yellowstone and urges more bins, signage and youth volunteer programs

At the Sept. 23 Cedar Hill City Council meeting a resident praised recent efforts to clean the city and urged additional measures to reduce litter.
Roger Welch, of 2640 Wells Court, addressed the council during the citizens’ forum and thanked the council for contracting with Yellowstone for city cleanliness. “Compared to two years ago, [there is a] dramatic difference,” Welch said. He suggested the city install more public trash receptacles and signage warning about fines to make it easier for residents to comply.
Welch also proposed a supervised volunteer program that would enlist high‑school students seeking community service hours to help keep public areas clean. He said visible student volunteers could influence adult behavior: “If the adults in the city see them out and about, what’s it gonna do? It’s gonna trigger their thinking.” Welch’s remarks were the sole public comment on this topic at the meeting.
Council did not take action on Welch’s suggestions at the meeting. The comment was presented during the citizens’ forum; staff or council members offered no immediate follow‑up motion or directive on the record.
