Staff explained MCAD board elections use weighted votes based on taxing entities’ levy (tax base) and that Bay City holds a modest share of the total weighted votes (staff cited approximately 342 of roughly 5,000 votes across taxing entities). Staff advised residents with concerns about property appraisals should contact the appraisal district directly because most voting power for board elections rests with larger tax entities in the county.
Council member discussion noted the nomination process and timeline; staff said ballots with nominees will be mailed and a future meeting (likely in October or November) will include the formal vote for board directors. Council took no other action.
