Board initiates East End water transmission project to add 13 miles of 42-inch mains

The Henrico County Board of Supervisors on Sept. 23 directed staff to initiate the East End Water Transmission main project, a multi-year effort described by staff as installation of approximately 13 miles of new 42-inch pipe to increase transmission capacity from the county’s western water treatment plant to eastern service areas.
Public Utilities staff said the project will provide redundant and reliable drinking-water transmission to support existing customers and future service-area expansions. Supervisors praised staff work and urged rapid progress; one supervisor described the action as the “genesis” of a larger, roughly $300 million solution the county has been developing to address recurring service disruptions in parts of the county.
The board passed the initiation resolution by voice vote and asked staff to return with project plans and procurement steps. Staff said the project will require further design, right-of-way work, coordination with affected jurisdictions and eventual funding/financing follow-ups before procurement and construction can begin.
