Henrico supervisors approve budget amendments, bonds, leases and contracts in unanimous votes; one abstention on litigation settlement

Henrico County's Board of Supervisors voted on a package of administrative, finance and land-use items on Sept. 23, approving budget amendments, authorizing bond issuance for water and sewer projects, and awarding contracts and leases. Most items passed on unanimous voice votes; a settlement of litigation was approved with one abstention noted.
The board approved a set of amendments to the FY 2025–26 annual fiscal plan that totaled $30,500,000 in September amendments, including $10,300,000 in reappropriations and $20,117,000 in special revenue fund adjustments. Staff said the requests include State Highway Maintenance Fund transfers, Community Development Block Grant (CDBG) and HOME program appropriations, Sports & Events Center operating contract funds, mental health and developmental services funding, opioid abatement authority allocations, and funds to support demolition and redevelopment work at the Glenwood Farms community. The board moved the resolution after the advertised public hearing and granted approval by voice vote.
Supervisors authorized the issuance of up to $125,000,000 in water and sewer system revenue bonds to finance projects on the utility capital plan. Staff described the issuance as a planned financing to accommodate projects on the county’s water and sewer capital improvements plan; no speakers addressed the public hearing before the board approved the resolution.
Other approved items included: - Vacation of a 35-foot building line at 6711 West Franklin Street in the Monument Hills subdivision (Brookland District) to allow porch improvements (ordinance approved after public hearing). - Signatory authority to execute an easement with Virginia Electric and Power Company (Dominion Energy) for underground electric facilities at RFMP Park (resolution approved). - Authorization for condemnation proceedings, if necessary, to acquire easements for the Williamsburg Road and Chapman Lane water extension project (resolution approved). - Authorization for the county manager to execute an agricultural lease covering 1,051.9 acres at 8701 Willis Church Road to Creamfield Farm LLC (resolution approved). - Declaration of surplus status and sale of 424 Piedmont Avenue (7 Pines Veil site) to Baptiste Development LLC for $700; the matter drew public questions about future use and tree removal at the property before the board approved the sale. - Approval for Virgin Med Transportation, Inc., to operate medical transport services in the county (resolution approved). - Award of a construction contract for the Perham Road bridge rehabilitation over the CSX railroad to Lanford Brothers Company, which staff identified as the lowest responsive and responsible bidder; staff said funding included state bridge funds and local maintenance funds. - Approval of an appointment resolution naming Amy Amrine as a family-consumer member of the Henrico Area Mental Health and Developmental Services Board (term through 12/31/2026).
At the end of the meeting the board voted to add and approve a settlement resolution in the matter captioned Carl Green, as conservator on behalf of Damien Cousins, vs. the estate of Trey Marshall Sutton. One board member stated on the record that they were abstaining from participation in discussion and vote because of a prior, unrelated private representation of the conservatee; the clerk noted the abstention and the board approved the settlement with the abstention recorded.
Several items were presented with short staff summaries and no public speakers; where public comment occurred it was limited to questions (for example, the surplus sale at 424 Piedmont Avenue). The board made approvals by motion and voice vote for each item following advertised public hearings when required.

The board did not postpone any of the above items and managers and department directors indicated follow-up and implementation steps are administratively directed where required.
