Owasso rezones nearly 9.7 acres to commercial shopping under Ordinance 1241

The Owasso City Council voted to adopt Ordinance 1241, rezoning approximately 9.7 acres located about a half‑mile south of East 106th Street North and North Owasso Expressway from agriculture (AG) to commercial shopping (CS).
Wendy Crane, planning staff, told the council the parcel was annexed into the city in 2000 under Ordinance 633 and lies within the US‑169 Overlay District. Crane said the Grow Owasso 2035 land‑use plan designates the site for future commercial use and staff found the requested CS zoning consistent with that plan and Owasso’s zoning code requirements for CS property.
Crane said a portion of the parent parcel that contains a cell tower was not included in the rezoning request and will remain zoned AG. The subject property is unplatted and will be required to be platted prior to issuance of building permits. Water service is provided by Washington County Rural Water District No. 3 and sewer service by the City of Owasso.
Staff reported the planning commission recommended approval 4–0 at its Sept. 8 meeting after evaluating Oklahoma Statute Title 11, Chapter 1, and chapters 6 and 15 of the Owasso Zoning Code. The council adopted the ordinance on a roll-call vote with affirmative votes recorded.
No members of the public had signed up to speak on the rezoning at the meeting.
