The Owasso City Council voted to adopt Ordinance 1240 to annex approximately 10 acres located about one-third mile south of the southeast corner of North Memorial Drive and East 86th Street North into city limits and assign it agriculture (AG) zoning.
Planning staff told the council the parcel, owned by M and M Capital Investments LLC, is contiguous with existing city limits along its eastern boundary and is identified in the Grow Owasso 2035 master plan for future residential uses. Staff said the property conforms to AG bulk and area requirements and would need to be platted before any non–single-family permits are issued.
Alexa Beamer, planning staff, said the applicant holds an Oklahoma Department of Mines mining permit; staff review indicated the mining activity is occurring primarily on a separate 20‑acre lot the owner holds south of the subject property and appears limited to surface dirt and fill rather than extraction of oil, gas, coal or similar minerals. Beamer noted that any mining activity on annexed land would be subject to the city’s mining ordinance, which prohibits extraction of coal, natural gas, oil and other minerals.
Staff recommended adoption after evaluating Oklahoma statutes (Title 11, Chapter 1) and Owasso zoning code section 1.403; the planning commission had recommended approval 4–0 on Sept. 8. The ordinance passed on a roll-call vote with council members recorded voting in the affirmative.
The water provider for the site is Washington County Rural Water District No. 3 and sewer service will be provided by the City of Owasso. The council did not receive any public comments on the item at the meeting.
