Owasso staff brief council on 10‑acre annexation request south of Memorial Drive

City planning staff presented a request to annex approximately 10 acres of unplatted land at the Sept. 9 joint meeting of the Owasso City Council.
The property is located about one‑third of a mile south of the southeast corner of North Memorial Drive and East 86th Street North, just south of New Leaf Village and north of Casa Del Mar Apartments, staff said. The land is currently zoned AG in Tulsa County and is contiguous with the city limits on its eastern edge.
Staff reported the owner also holds a mining permit from the Oklahoma Department of Mines for a separate 20‑acre parcel to the south, but staff’s review indicated mining activity is confined to that southern parcel and not on the 10‑acre subject property. The permit covered excavation of dirt and fill only, not oil, gas or coal, staff said.
If annexed, the property would default to AG (agricultural) zoning unless the owner applies for concurrent rezoning. The city’s land‑use master plan identifies the parcel for future residential uses, and staff said the property meets AG bulk and area requirements. Water service would be provided by Washington County Rural Water District No. 3 and sewer service by the city of Owasso, staff reported.
No formal action was taken at the meeting; staff answered questions from councilors and said they would return with any next steps as needed.
