Planning commission grants 1-year primary plat extension for Smith Farm (Greenwood Subdivision)

The Crown Point City Planning Commission approved a one-year extension for the primary plat of Greenwood Subdivision, filed by Smith Farm LLC as petition 25-34. The commission voted 7-0 to grant the extension.
Ryan Fleming, representing Smith Farm LLC, told the commission the primary plat had received approval in October of the prior year and that the developer requests a one-year extension to meet the 12-month deadline because the meeting schedule had shifted. Fleming said the overall development covers roughly 80 acres with about 55 lots and will be built in phases: "We will be taking this in phases," he said. Fleming told the commission phase 1 work is under way with earthwork largely complete and pipe installation starting.
Fleming and staff discussed drainage and environmental requirements. Fleming said the planned construction entrance was offset from an originally proposed alignment to avoid crossing a roadside ditch and a delineated wetland; that change required additional permitting and a redesign after staff asked the applicant to align a future intersection. He said shifting the road slightly west required a small amount of floodplain mitigation but that the local stormwater review process allows mitigation at a roughly 1.5:1 ratio. Fleming also said the proposed roadway at the entrance will be raised about five feet above the nearby low area.
A commissioner asked whether any lots fall inside the FEMA 100-year floodplain (the "1 percent" area); Fleming said the project team mitigated floodplain impacts with the city and that none of the lots are in the floodplain. Fleming estimated the developer expects to return with a secondary plat for phase 1 in December.
A motion to approve the one-year primary plat extension for petition 25-34 passed on a roll-call vote recorded as seven affirmative votes: Rich Decker; Joe Sanders; Danro Haley; Mike Conquest; Chad Jeffries; Laura Soweram; and John Marshall.
No amendments or conditions were recorded on the meeting transcript; staff and the applicant discussed permitting and mitigation steps as part of the project review.
