Commission readies owner mailings, survey outreach and façade‑grant webpage updates

Commission staff said they are preparing a mailing to property owners identified in the city’s adopted 2014 architectural survey and in an updated 2021 survey that has not been formally adopted by the city council. The outreach will explain what the survey listing means and invite owners to participate in future survey activities and informational meetings.
Staff clarified that being on the survey does not by itself impose design restrictions; however, properties on the adopted survey are subject to the city’s demolition delay process, which requires applicants to notify the commission and pause demolition while alternatives are explored. Staff noted the 2021 updated survey has not been adopted by council; properties listed only on that later survey may not be subject to the demolition delay process until adoption.
Separately, staff reported progress on a website update to add a field in the architecture survey and property database showing past façade-grant recipient amounts and the applicant contribution. The field is intended to make it easier for property owners and the public to see how commission funding has been used on individual properties since 2016. Staff said an intern drafted the approach over the summer and staff will continue work in coming weeks to implement the feature in the city’s survey/ArcGIS environment.
On a separate property-specific item, staff said the former Blue School at 3848 East 106th Street (Elizabeth Seton Catholic Church property) is being reviewed internally by the church committee and that any recommendation from local leadership ultimately must be forwarded to the diocese (the bishop in Lafayette) for approval; that multi-step internal review will take additional time before any reuse or disposition plans are finalized.
Staff said the mailing and outreach work will proceed once the fall façade round concludes and staff capacity allows; they expect additional engagement opportunities for property owners in the coming months.
