Muncie Human Rights director to retire; budget shows only salary increases

Yvonne Thompson, director of the Muncie Human Rights office, told the finance committee she is retiring and that the office’s 2026 proposed budget primarily reflects salary increases.
Thompson said the department’s only proposed budget increases were for salaries, and that she planned to remain available to support the transition. "I am retiring," she told the committee, and later added she would "stay up... I'm here to help. I love Muncie."
Council members praised Thompson’s long service and community partnerships and asked questions about training and travel line items, which the director said support board member training, ADA education and community events. Thompson described partnerships with local organizations including the NAACP, Indiana Black Expo, Muncie Public Library and community groups that help deliver programming and outreach.
Committee members did not take any formal action on the human rights budget. Council members asked the administration to consider how the department will fill the leadership role moving forward and whether the council will adjust the position’s salary; Thompson said that would be the council’s decision.
