ELKHART CITY, Ind. โ At its Aug. 25 meeting the Elkhart Fire Department informed the Elkhart City Commission of two written warnings and announced a pending promotion ceremony.
The fire chief (unnamed in the meeting transcript) told the commission a written warning had been issued for driver-operator Holly Reed and another written warning for Spencer Berkshire "for the reasons listed in your packet," the chief said.
During the presentation a commissioner asked for clarification of the acronym "PCR." The chief responded, "It's basically a run report," and added, "After they go on it ... Patient care record. It's a run report. You have 24 hours to do that," explaining the department's reporting requirement.
The chief also said there would be a pending promotion ceremony for a department member, describing it as a "much deserved promotion" in the meeting remarks; the transcript does not record the promoted employee's name in clear text.
The transcript does not show the commission taking a formal vote on the written warnings or the promotion announcement; those items were presented as informational items drawn from the meeting packet. The commission later approved minutes and handled other routine business.
No fines, suspensions beyond the items noted, or other personnel actions were recorded in the meeting excerpt.
