City staff updates: police hiring, River City paving schedule, software conversion and park improvements

City staff provided several operational updates at the meeting, covering police recruitment, private contractor schedules, an enterprise software conversion and park improvements.
On recruitment, staff reported receiving three full applications for an open officer position; all three applicants are certified and will be reviewed by the personnel committee. A separate resume was set aside because the applicant did not complete the city application. Staff noted regional hiring shortages across several nearby jurisdictions.
Public-works updates covered River City’s plan to move its plant in the first or second week of October to start work on Riverview Road and then proceed to city projects. Staff said they will provide door-hanger notices to affected residents once the schedule is firm and discussed using reclaimed blacktop millings for alleys; storage logistics remain to be decided.
On technology, staff said the city’s financial software go-live is scheduled for the week of Dec. 1–5 and payroll will run in parallel and then move to the new payroll system on Jan. 5. Staff also noted a review of phone-system costs and a proposal to move long-distance service from AT&T to a local carrier to reduce expenses.
Parks and community updates included the park board approving two ADA-accessible picnic tables (one for Riverview Park and one for a planned shade pavilion at Oak Hill Park) and a community survey for Oak Hill Park amenities. Staff reported planned hydrant flushing this fall and that a vendor has tentatively scheduled yard-waste grinding for mid-to-late October with no mobilization fee expected.
