The Moorhead Area Public Schools board reviewed first readings of a slate of policy updates and clarifications on Sept. 22, including revisions to naming of school buildings and grounds, a school board code of ethics reference update, a new alternative programs policy, and several legal cross-reference updates.
Board members focused most discussion on the draft policy covering naming of buildings and facility naming in exchange for financial or other contributions. A board member asked whether the proposed language would permit leasing a building’s name to a private sponsor. District staff (Brenda) and Superintendent Damer explained that the district already has formal partnership and naming or logo-rights processes for some spaces (for example, logos and donor recognition in the Career Academy) and that long-standing naming of buildings — often honoring local historical figures — follows a separate formal process. Staff said examples of private partners with recognition at the Career Academy include DSG, Sanford, Eventide and Cardinal IG.
“Sometimes a space lease might include signage or naming for a limited term,” a staff member said, explaining that partnerships that confer naming rights are typically governed by contracts that specify term, scope and removal provisions. The board discussed whether the proposed policy language was sufficiently specific about parameters such as term length and limits on permanent renaming; several members suggested clearer wording to distinguish permanent building names from temporary naming or leasing tied to contracts or sponsorships.
The board also received brief updates that: policy 105 (equal employment opportunity) is being relocated to align with MSBA references; policy 209 (school board code of ethics) had only legal reference updates; policy 221 (school board evaluation) may become a procedure under member development (policy 212); policy 605 (alternative programs) is a new policy based on Minnesota School Boards Association (MSBA) model language; and several student- and visitor-related policies had updated cross-references.
No policies were adopted at the meeting; all were presented for first reading and will return for subsequent action. Staff indicated they would consider clearer language for the naming/lease provisions to ensure the policy differentiates between permanent naming and contractual sponsorships or short-term leases.
