Planning commission continues Glen Oak Road PUD after neighbors raise traffic, lot-size and process concerns

The Oregon City Planning Commission continued the hearing on planned unit development PD99-01 (a proposal from Bridal D Development for single-family and multi-family housing near Glen Oak Road) to June 26 after public testimony raised traffic, road-improvement and neighborhood-process concerns.
Staff said the applicant requested the continuance to allow time to prepare a revised application and that staff recommended granting the request. The commission approved the continuance and kept the record open to the same extent as at the close of the prior hearing.
Multiple neighbors spoke at the meeting. Wilma Hartung, a resident of Tallowa Drive, said she and other neighbors were concerned about traffic and about the developer paying to upgrade the entire road rather than only the portion he will develop. She also said recent remarks at the prior hearing left neighbors feeling that their testimony would not affect the outcome. "I felt like you didn't listen to me at all," Hartung said, urging the commission to consider the long-term traffic plan and neighborhood input.
Steve Hartung, also identified as a Caulfield Neighborhood Association member, said the neighborhood association's morale had been damaged by the earlier hearing and asked the commission to clarify how residents' input is being used.
Commissioners and staff discussed the status of transportation planning documents. Planning staff said the city has a draft Transportation System Plan (TSP) under development and that draft materials and a traffic study related to the application are in the record; the city attorney reminded the commission that only criteria in effect at the time an application was filed may be used as standards for decision. Nancy Kreshower was identified as the project lead on the TSP.
The motion to grant the applicant's requested continuance to June 26 carried unanimously. The motion language specified the continuance as recommended by staff and kept the record open to the same extent as at the close of the prior hearing (as recorded). Polling recorded votes as: Commissioner Erzen, aye; Commissioner Vergahn, aye; Commissioner Surratt, aye; Commissioner Carter, aye; Chairperson Hewitt, aye.
Commissioners said they want to receive any additional traffic or transportation materials submitted before the next hearing and that staff will add such documents to the file so they can be reviewed before the June 26 meeting.
