The School District of Pickens County Board of Trustees approved multiple administrative actions at its Sept. 22 meeting, including policy revisions, a facility-naming proposal and annual compliance reports. After an executive session, trustees also approved superintendent personnel recommendations.
Policy approvals: Trustees approved a revision to policy BE to formalize livestreaming requirements for district meetings, brought to the board for second and final reading pursuant to state law. The policy lists meeting types to be streamed or posted and requires advance notice on the district website, consistent with recent state guidance cited by staff.
The board also approved, upon motion and with a waived second reading as recommended by staff, an addition to policy GCLE to formally extend the district's unencumbered time policy to include school nurses. Staff said the practice was already in place and the policy amendment aligns district policy with a proviso in the Appropriations Act.
Facility naming: Trustees approved a proposal to name the JROTC classrooms at the four district high schools in honor of the county's four Medal of Honor recipients. District staff said plaques will be commissioned describing the Medal of Honor and will carry individual recipient information; staff will coordinate dedications and placement so the recognition is visible at each school.
Annual reports and certifications: The board certified Carla Kelly as the district delegate to the 2025 South Carolina School Boards Association Delegate Assembly and named a volunteer as the backup. Trustees accepted the fiscal-year-2025 Minority Business Enterprise report and the annual sole-source and emergency procurement report. Financial Services presented the MBE totals: the combined total paid to qualifying minority business enterprises for FY2025 was $1,005,838.22, representing 2.3% of district procurements; this amount included procurements from the district's procurement card program, direct vendor payments and contractor-reported subcontracting.
Procedural items and executive session: Trustees approved the meeting agenda and minutes from the Aug. 25 meeting. The board convened in executive session on personnel, property and contractual matters, and upon returning approved the superintendent's recommendations for leaves, hires and separations.
Why it matters: The policy changes update district practice to match state requirements and enacted provisos; the facility naming is a symbolic recognition of local Medal of Honor recipients; the MBE and procurement reports fulfill state reporting duties and provide transparency on contracting. Personnel approvals will be reflected in district staffing rosters according to staff follow-up actions.
Trustees asked staff to coordinate plaque placement and dedications for the JROTC classroom namings to ensure visible recognition at each high school.
