The Mount Shasta City Council approved a series of routine and fiscal items at its Sept. 22 meeting, including a consent agenda, a revised building department contract through Dec. 31, 2025, several small community donations, a city letter of opposition to California Senate Bill 707, and reallocations of several reserve funds.
Council action summary (all motions approved by voice vote, no recorded oppositions):
- Consent agenda (Item 7): Approved minutes for 9/8/2025 and 9/15/2025, accounts payable and payroll disbursements, and certification of the city’s maintenance of effort for Proposition 172 public-safety funds.
- Building department contract (Item 9): Council approved a revised contract with Development Compliance Solutions (DevCom) through Dec. 31, 2025. Staff explained the change shortens a proposed two-year renewal to allow transition of duties to an incoming full-time city employee and to limit the contract through the end of the year while the city hires in-house staff. The council discussed fully loaded costs and on-site expectations; staff said the fully loaded costs were taken into account and the position is currently expected to be part time (about three days per week) during transition.
- Collier Interpretive Center donation (Item 10): Approved a $1,000 donation to the Collier Interpretive Center in support of its visitor and interpretive work.
- City letter of opposition to Senate Bill 707 (Item 11): Council authorized a letter opposing SB 707, a proposed expansion of public-meeting requirements that staff and Cal Cities advocacy described as an unfunded mandate with significant implementation costs for smaller cities. Staff said the bill would expand remote-access requirements, require translations where 20% of the electorate speaks a language, and add other ongoing administrative duties.
- Library fund designation (Item 12): Approved release of $162,387 in previously committed library fund balance and reallocated that amount back to restricted fund balance within Library Special Revenue Fund '68; staff said the library planning work is complete and the change simplifies fund accounting.
- Closeout of Fund 62 (Item 13): Approved closing Fund 62 (Economic Enhancement Fund) and transferring $111,725.39 in cash on hand to Fund 10 (General Fund) to help address the current-year shortfall.
- Closeout of Fund 13 (Item 14): Approved closing Fund 13 (Capital Projects) and transferring $4,233.12 to Fund 11 (Equipment Replacement Reserve).
Each of the above motions passed on unanimous voice votes; where recorded roll call established five council members present (Mayor Redmond and Council members Clerf, Collings, Stackland and Glodman). Several council members and staff discussed the operational implications of the fund transfers and the building department staffing change; staff committed to provide more detailed reports on grant funds and planned uses of previously awarded grants at a future meeting.
Separately, police and personnel announcements included the introduction of new full‑time officer Mark St. Clair and presentation of a life‑saving award to Officer Goldsberry for actions during a medical emergency at a regional training. Finance staff also announced receipt of a $10,000 donation from the Mount Shasta Canine Association to the city’s general fund.
