Sunflower Hill project wins $19.0 million in state funding for 48 affordable units for adults with developmental disabilities

Representatives from Sunflower Hill and Satellite Affordable Housing Associates told the Lafayette City Council on Sept. 22 that their proposed 48-unit, 100-percent affordable rental project at 949 Moraga Road has been conditionally awarded $19,000,542 in the state’s most recent Multifamily Housing Program (MHP) SuperNOFA round.

Rosemary Kurbach of Sunflower Hill said the funding announcement arrived the morning of the meeting and thanked city staff and council for expedited assistance. The applicants said declaring the land exempt surplus and donating it was essential to scoring full points in the state competition, and thanked Brian Griggs and several city staff members by name for help with entitlements. Project partners include Satellite Affordable Housing Associates (SAHA) and other consultants that assisted with the application.

Project purpose and next steps: The development is intended for adults with intellectual and developmental disabilities and the sponsors said it will provide supportive, accessible rental housing and services. The award is conditional and the team said it will continue to assemble the capital stack and proceed with the city’s entitlement and plan‑check processes.

Why it matters: A conditional award of MHP funding at this scale is a major step toward production of deeply affordable housing targeted at a population with limited options. Council members and the public applauded the award; the city offered continued staff support as the project completes funding and design steps.

Ending: Project sponsors said they expect to return to the city for subsequent permit, funding and construction‑phase approvals as the capital stack and final plans are completed.
