The board said the architecture firm LaBella (referred to in the meeting as LaBella and represented in discussion by “Mike”) provided a rapid concept plan that committee members said omits an explicit senior-services component. Advisory board member Ray (Advisory board member) summarized members’ concerns: “If we don't have a senior citizen component in there, I I don't see this passing.”
