Greene County approves application to expand regional sewer district territory to all of Taylor Township

The Greene County commissioners voted to approve a resolution and file an application with the Regional Sewer District to expand the district territory to include all of Taylor Township, County Attorney Marvin said.

County Attorney Marvin said the resolution directs the county to submit an application to enlarge the Regional Sewer District’s territory to encompass the Greene County portions of Taylor Township. "That resolution simply says that you, resolve to file an application with the, Regional Sewer District to expand the territory," Marvin said, adding the district is likely to require engineering, planning and, at times, expansion of lines and new lift stations to serve new commercial enterprises and industry.

Marvin said the expansion is intended to simplify future work by expanding the district boundary in a single step rather than piecemeal orders of expansion. He told commissioners the move "doesn't mean that the Sewer District is getting ready to undertake a major expansion project" immediately, but that several projects in Taylor Township will require infrastructure planning.

Marvin also said the county must notify a third party after an expansion and that the county does not need that party's permission to file the application. "The only thing we have to do is once the territory is expanded, we have to send notice to, I believe it's Bridal, that the territory has been expanded. We don't need their permission," Marvin said.

The county did not identify any immediate tax increases tied to the expansion. "No tax increases being contemplated because of this," Marvin said. He added that the district will proceed with expansions only as it secures funding and that "they're making good progress on that." Commissioners voted to approve the resolution and the application.

Clarifying details recorded during the discussion indicate the county attorney believed the resolution number to be "2025-12" but said the exact number could be corrected in the minutes. The application filed with the Regional Sewer District and the resolution text will be retained in the meeting record.

The expansion affects only the Regional Sewer District’s territory boundaries; the transcript contains no statement that the district has adopted any specific construction schedule or funding commitment tied to the county’s action. Commissioners did not hold a roll-call vote in the transcript; the motion was made, seconded and approved on voice vote.

The county’s action follows staff outreach described by Marvin, who said he had met with a trustee identified as Taylor Schumpeter while preparing the materials for the application. The application and the resolution signed at the meeting will be transmitted to the Regional Sewer District as the next step.
