District reports enrollment bump, raises reading-level concern; adopts strategic plan with monitoring metrics

Red Wing Public School District administrators told trustees Sept. 22 that overall enrollment is slightly better than projected and that the high school's enrollment rose by about 50 students this year to roughly 770. Administrators also said the district's alternative program Power View is near capacity at about 70 students.
During the administrative report Superintendent Josh Ingram said the difference between the graduating class and incoming kindergarten cohort is roughly 40 students and that districtwide enrollment is expected to be down "less than 5" students compared with last year once final counts are confirmed.
Board members and staff discussed assessment and reading outcomes. Superintendent and building staff referenced FastBridge screening and early-year assessments; Mr. Fuchs reported that about 84% of high-school students completed initial FastBridge testing. Trustees expressed concern about reading proficiency after a presentation showing roughly half of students scoring at grade level for reading in the district; several trustees emphasized staff development and building-level interventions to raise reading outcomes.
The board adopted the district strategic plan for 2025'130. The plan includes SMART goals, monitoring and reporting structures and references the Comprehensive Achievement and Civic Readiness report (CACR) required by the Minnesota Department of Education. Trustees asked administration to produce accessible public dashboards and communications to explain district metrics beyond the MCA scores.
