Five County introduces local administrative advisor program to help small towns with planning and compliance

Roger Carter, Five County’s local administrative advisor, told the commission that the state-funded Local Administrative Advisor program provides administrative and technical support to small incorporated towns (under 10,000 population) that lack full-time professional managers.
Carter said the program — funded by the state legislature and run in partnership with associations of governments — provides help with budgets, ordinances, transit and transportation master-plan updates, COVID funding closeouts, data privacy and other compliance needs. He said the program does not replace local officials but aims to build capacity and supply technical expertise. Carter noted five County has worked with Paragonah and Kanarraville and is available to help municipalities within Iron County.
Carter described a relationship with Southern Utah University’s Master of Public Administration program to supply graduate-level student support for planning tasks and implementation assistance. He said the program has helped towns avoid jeopardizing COVID funds by providing targeted administrative support and that the appropriation covers advisor services so municipalities do not incur the direct cost.
Commissioners asked about which entities qualify; Carter said eligible entities are incorporated towns under 10,000 population without a full-time manager and that counties can request assistance in coordinating with those towns.
