Burlington to pursue public bond offering after bank placement proposals; timeline set for October–November

District financial advisers told the Burlington Community School District board on Monday that bank placement proposals received this month did not offer a clear advantage over a public securities offering, and recommended moving forward with a public bond sale for the district—s General Obligation School Capital Loan Notes, Series 2025.
Tim (staff member) and Greg (staff member) walked the board through proposals solicited from multiple lenders. The lowest bank quote was a non-callable offer from JPMorgan Chase at 3.40 percent; Webster Bank's non-callable proposal was about 3.42 percent. Tim said shorter-term rates have moved slightly lower since the banks submitted proposals, making a public offering potentially more favorable. "Rates could rise a half a percent between now and when we would sell the bonds... That makes sense? And so I think our inclination is to not take up the resolution," Tim told the board.
Rather than accept a bank placement tonight, the board agreed to continue with a public offering schedule. Key steps and dates discussed: the board will review and likely authorize final parameters for sale at the Oct. 27 meeting (the board—s October meeting was discussed as the important date for final parameters), the district's advisers will prepare the official statement for board review, bonds could go out for sale in mid-November (an example date mentioned was Nov. 13) and the closing is expected in late November to early December (staff said the closing date may move a few days earlier than a previously suggested date of Dec. 10). Tim and Greg said they may call a special session around Nov. 17 to finalize documents if needed.
Board members asked whether the decision to pursue a public sale would delay bidding or other project steps; staff said it should not. No formal resolution or sale authorization was taken Monday. The board will revisit the financing items at upcoming meetings and expects to take formal action on issuance documents during the October–November meeting sequence.
