Soil and Water asks for $5,000 support; commissioners reallocate budget and zero loan line

Representatives of the Owen County Soil and Water district told commissioners on Sept. 8 they face variable grant funding and asked the county to cover two small operating items — $3,000 for utilities and $2,000 for liability insurance — if the district’s Clean Water Indiana grant fluctuates.
The district director said the group had previously used the annual Clean Water Indiana allocation (a smoking-tax funded program) for some operating costs, but that those funds are unpredictable and meant primarily for programming. The district’s commercial mortgage for its River House property is scheduled to mature in December 2026; the director said the mortgage balance is about $46,229.29 and that paying it off this year would be possible but would use grant funds intended for programming.
Commissioner Anton moved to remove (zero) the existing loan line item and instead appropriate $3,000 for utilities (line 34500) and $2,000 for liability insurance (line 37600). Commissioner Burl seconded and the motion carried. County staff said the net impact to the district’s 2026 budget would be modest — roughly a $1,300 increase overall when accounting for longevity and other items — and that paying the mortgage off this year would eliminate the loan line from future budgets while shifting utilities and insurance responsibilities to the county.
During discussion, commissioners stressed that Clean Water Indiana funds are intended for conservation programming and that the county should avoid using those grant funds for ongoing operational bills where possible. The director said she is applying for an OEI energy grant and exploring efficiency improvements at the River House, and that MyPath and other property partnerships complicate ownership and maintenance questions for the site but do not change the district’s request for utilities and insurance support.
