Engineering outlines retention-pond, culvert and impact-fee study to ease neighborhood flooding

County engineering staff told the commission they have purchased land for an oversize retention pond intended to relieve recurring neighborhood flooding and are moving forward with rights-of-way and culvert upgrades to reduce backups into the Peak View subdivision.
An engineering presenter described a plan to install a 36-inch culvert under Mid Valley Road to relieve water backing up into homes along 2575 and into Webster Ditch. He said the new retention pond is currently “oversized by almost 35%,” and that the county is seeking a 25-foot right-of-way to route stormwater across Mid Valley Road toward the pond.
The engineer also told commissioners the county received responses to a request for proposals for a capital improvement plan that will include an impact-fee study as one deliverable. “They’re going to do an impact fee study along with a capital improvement projection,” he said, noting that combining the two saves steps for the county and will help plan larger projects — such as the Belt Route and other transportation and stormwater improvements — that would benefit a broad area.
Staff said they hired a commercial property appraiser to support offers on two parcels needed for a Belt Route corridor in the industrial area near Iron Springs Road and that they are coordinating with property owners and developers to streamline acquisitions. Engineering also discussed how urban landscaping practices, including xeriscaping with weed barrier and turf irrigation, affect detention sizing and runoff assumptions.
Commissioners asked questions about vegetation management and coordination with other departments and confirmed work on culverts and channels has reduced flood impacts during the recent monsoon season.
