Commission approves property sale, permits and a bundle of local grants and contracts

The commission unanimously approved minutes from Sept. 8 and authorized claims for payment covering 09/09/2025–09/21/2025. The body then held a public hearing and approved the sale of a used gravel-pit parcel (APN E-1387-12, account 187390) to an interested buyer for $17,000 based on an appraisal.
Other formal approvals included: local consent for the Ice Springs Oktoberfest festival with authorization to serve beer and wine; acceptance of a Utah Outdoor Recreation OHV grant contract for trail maintenance totaling $33,005.50; a one-year extension of an agreement with the Dixie National Forest to finish concrete work at the snowmobile parking area; and two letters of support for Parowan City’s applications for U.S. Economic Development Administration funding and for a Rural County Opportunity grant from the Utah Governor’s Office of Economic Opportunity to help build road and utility infrastructure near the Parowan City Airport.
The commission also approved a package of personnel items: a corrections hire, a reclassification in justice court, and seasonal staffing changes at the fairgrounds (personnel items 1–4 as presented by county staff).
Motions were moved, seconded and carried for each item; the meeting transcript records the roll call as voiced “Aye. Aye.” but does not list individual vote tallies for these items. The chair closed the meeting after a brief discussion of a potential land exchange with Parowan City and instructions to coordinate appraisal and notice as required.
