Jefferson County board adopts multiple state-mandated policies, suspends rules to expedite approvals

The Jefferson County Board of Education approved a large set of policy changes and adopted several policies on first and final reading after the policy committee recommended expedited handling because many changes were required by state law.
Policy Committee Chair Edmondson told the board that many documents were required by recent legislation or involved only legal reference changes and recommended the board "depart from the way we normally handle policy approval." He asked the board to accept policies 2 through 17, 19, 21, 22 and 25 through 28 as presented and to discuss a smaller set of policies individually. The board voted to suspend the rules and adopt those policies on first and final reading. Later the policy committee moved to suspend rules and, by unanimous consent, adopt policies 1.1021, 5.11, 5.305, 6.2 and 6.303 on first and final reading; the committee said the language was required by state law or TSBA guidance.
Board discussion included details on several policies: policy 5.11 (student board member) authorizes the board to "authorize a high school student to serve as an advisory nonvoting representative" when the board adopts selection criteria; policy 5.305 (paid parental leave) was revised to reflect that eligible employees must have 12 months with the district and generally take 30 consecutive days unless the director of schools approves otherwise; policy 6.303 (questioning students and searches) was updated to state that principal-initiated searches must be authorized by a principal and conducted by a trained school administrator, per state-required training. The policy committee reported unanimous committee votes on the recommendations.
At the meeting the majority of the policy votes were taken by unanimous consent after the committee asked to expedite adoption. The board chair scheduled the next policy meeting for Sept. 22 and requested proposed edits be submitted to district staff ahead of that meeting.
