The board voted to approve the second amendment to the emergency department funding agreement with Freeman Fort Scott Hospital Inc. The amendment replaces prior language to clarify that Freeman shall furnish quarterly written itemized accountings to the county confirming expenditures of funds provided to establish and operate a 24/7 emergency department at 401 Woodland Hills Blvd., Fort Scott.
The amendment also allows Freeman to designate portions of those accountings as proprietary; the county will keep designated portions confidential. Notices under the agreement were also updated with the amendment. Commissioners discussed the amendment briefly; a motion to adopt the amendment was made, seconded and approved by voice vote.
The amendment follows earlier funding commitments described in the December 2024 agreement and a first amendment in May 2025. Commissioners said the change reflects the hospital’s operational timeline and the parties’ need for periodic accounting while allowing Freeman to protect proprietary information in limited circumstances.
