One commissioner said marathon meetings can be “counterproductive to the democratic process,” and urged an approach that protects time for agenda items while preserving ability to continue items as needed. The board debated whether the rule should be strict or flexible; members noted the county currently uses meetings as a mix of decision-making sessions and work sessions when no separate work sessions are scheduled.
After discussion, a commissioner moved to adopt the procedures (start at 5:30 p.m.; review at 7:30 p.m.; move travel-related appearances to the top of the agenda; require supporting documents to the clerk by Thursday). The motion was seconded and approved by voice vote.
The policy also directs the clerk to post a preliminary agenda after the meeting so commissioners can amend it before a Thursday submission deadline. Commissioners agreed items that arise between Thursday and the next meeting can still be added at the table in exigent circumstances. The new timing and paperwork deadlines took effect upon the board vote; the board did not specify a later sunset or trial period.
The board did not adopt a fixed limit on the number of continuations or a required work-session schedule; several commissioners said they want to work out a regular work-session cadence before imposing stricter time caps.
