Council opens bids for 2023 stormwater program; three bids received

The Highland Park City Council opened bids for the 2023 Stormwater Management Improvement Program and referred the bids to city staff for review.
City Clerk reported three bids were received. Major Contracting Group Inc. submitted bids of $304,967.40 for project 1 and $722,373.40 for project 2, a combined total of $1,027,340.80. England Civil submitted $246,026.64 for project 1 and $606,949.48 for project 2, reported in the public readout as a combined total of about $852,976.12 (transcript contained small numerical inconsistencies in the readout). LGC Global submitted $355,919 for project 1 and $1,596,216 for project 2 for a combined total of $1,952,135.
Council said the work covers a targeted area identified by staff that includes a bioretention basin and expanded parking tied to the Joel Lewis Greenway alignment. Council and staff said the work is grant-funded (earmarked for 2023) and therefore does not rely on new city general-fund appropriations for these projects.
Councilwoman Manuka moved to refer the opened bids to city staff for evaluation; the motion was supported by Councilman Eschaca and carried on a roll call.
What was said: During the readout, staff noted they would try to display the target project area for residents at a later point in the meeting; council also explained that each phase of work requires separate bids and awards even if a contractor previously held a portion of the broader contract. The council president and staff reiterated that final selection and award will follow the city's procurement rules and staff review of bid responsiveness.
Next steps: City staff will review bids for responsiveness and completeness and return a recommendation for award and contract to council. Council directed the bids to the appropriate review process.
