Selma board moves to remove redundant special-use permit for major subdivisions

The Town of Selma Planning Board voted unanimously to recommend that the Town Council amend Chapter 17 (Article 6, Part 2) and Section 17-4-10 (Table of Permitted Uses) to remove a special-use permit requirement for major subdivisions.
Planning staff told the board the special-use permit duplicates the quasi-judicial review already performed when a preliminary plat is considered by the council. Staff reported outreach to other North Carolina localities and said none of the respondents required a separate special-use permit for major subdivisions; jurisdictions varied between administrative review and council review for preliminary plats, but none used a separate special-use permit. The proposed amendment would make the preliminary plat the sole quasi-judicial step for major subdivision review.
Board members agreed the change is consistent with the Town of Selma Land Use Plan and moved to forward the amendment to the Town Council as presented. The motion passed by unanimous vote.
